Enrollment figures for the opening of the 2008-09 school term at Lisbon Public School indicate a loss of 14 on-campus students from the opening day of school last year.

Although the Lisbon district has been bucking the trend of declining enrollment, which many rural North Dakota schools have been facing for some time, this year’s loss in students was not entirely unexpected. Projections from several years ago predicted that the district would be facing enrollment declines of 9.67 students a year until the year 2012. However, last year’s enrollment showed a 13 student increase from the previous year and the district’s enrollment had held steady for three years before that.

Superintendent Steven Johnson states that the financial outlook for the upcoming school year is not as bad as it might appear by looking at the enrollment figures. “When we talk about the loss of 14 students, that only amounts to two percent of our total enrollment,” he stated. “That is not very significant, as far as our total foundation payments. Under the current funding formula, foundation payments are based on the previous year’s average daily membership (ADM) and our enrollment was up last year,” he said. “This allows us a full year to make adjustments if any are needed. Foundation payments used to be based on fall enrollment. This change makes it a lot easier to plan.” Read the rest of this entry »
