A public hearing on the county’s preliminary budget for 2009 was held on Tuesday morning, September 2, at a mid-way point in the meeting of the Ransom County Board of Commissioners. A summary of taxes to be levied, as published in the county’s official newspaper, was presented for a vote.
Since no taxpayers appeared to speak for or against any of the proposed expenditures or tax levies, Wayne Jones made a motion to approve the preliminary budget as printed. The motion was seconded by George Bunn and passed with Jones, Bunn, Neil Olerud and Steve Dick all voting “Aye.” Kevin Bishop was absent and not voting.
The preliminary total of taxes to be levied, based on requested budgets turned in by heads of departments, showed a total amount of $4,644,571 to be levied. The board has been meeting frequently to try to whittle down the numbers to what they consider a workable budget for the year. Read the rest of this entry »

A new 60’X82” hangar is being built alongside two private hangars at the Lisbon Airport. When completed it will be able to house up to six aircraft.

Renovations at the Lisbon Airport continue with the construction of a 60’X82’ hangar. The building will house up to six aircraft plus have room to store snow removal and other airport-owned equipment.
Hangar space in the new facility will be leased to area pilots for a monthly fee.
An Open House/Fly-In event is planned for Thursday, September 11 at the airport from 5:00 – 7:00 p.m. Come and enjoy complimentary hot dogs and chips, meet the airport authority board members, and see firsthand the improvements at the Lisbon Municipal Airport. Three members of the First Medic Ambulance Service of Ransom County and one 911 rig are part of a disaster strike team from North Dakota and Minnesota. Vicki Berreth, manager, Lisbon and Jamestown ambulance services, Carol Krump, paramedic, and Bruce Baxter, EMT-I left Thursday, August 28 for San Antonio, Texas. The remaining people on the strike team are from Jamestown, ND, and Fergus Falls and Pelican Rapids, both in Minnesota.
Sherri Easterday is acting manager of First Medic until Berreth returns.
The ambulance service still has two rigs in operation for Ransom County. The rest of the crew will work extra shifts to provide the same quality of care locally, while their three members are gone. Read the rest of this entry »

The Lisbon City Council approved the city’s preliminary budget for 2009 at their meeting on Tuesday evening, September 2.
Auditor Rachel Eppler reviewed the preliminary budget with the council, explaining that she expected a dollar tax levy increase of $20,800.00. The increase included a four percent across-the-board increase for employees. Eppler went on to explain that since taxable valuation will also be increasing she expects the tax increase seen by residents to be very minimal.
Adair made a motion to adopt the preliminary budget. Gemar seconded the motion which passed with Adair, Gemar, Meyer, Johnson, and Mairs all voting in favor. Otterson was absent and not voting.
Mayor Ross Cole reported that Jackson Street received a bituminous repair before the paving crew left town. The cost of the repair to the street, which has seen much truck traffic this summer, was $4,620.00. Walt Johnson moved to pay the bill. Jerry Gemar seconded the motion which carried with Johnson, Gemar, Tim Meyer, Pat Adair, and LyDell Mairs. John Otterson was absent and not voting.

The Lisbon Public School educators attended in-service training Tuesday, August 19, Wednesday August 20, and Thursday, August 21. This training was to assist teachers in preparation for the upcoming school year.
On Tuesday, Aug. 19, sessions included two morning sessions. One was “How do we improve our school?” The teachers involved organized the Professional Learning Communities (PLCs) to provide training to assist in making the school better.
The Wednesday, Aug. 20 sessions were presented by Dr. Ed Porthan, Embracing Excellence, with the assistance of the South East Education Consortium (SEEC), a regional education consortium. The sessions from the day involved five area schools Lisbon/Fort Ransom, Milnor, North Sergeant, Oakes, and Sargent Central. The sessions were devoted to three topics “What America’s Best Teachers Do… and Don’t Do”, “Reasons, Not Excuses, Produce Results”, and “Boats, Streams, and Dreams”, which dealt with six dimensions of how to be a life-long learner.
On Thursday, Aug. 21, the day began with an excellent breakfast served by the members of First Assembly Church of Lisbon. School Board President Mrs. Kara Carter welcomed the staff for another school year. Superintendent Steven Johnson gave the “State of the Campus” address. Thursday’s sessions involved follow-up discussion on the sessions from the previous two days, staff training on ActivBoards, SmartBoards, the new web-based Power Grade System, and other staff meetings.
The Tuesday and Thursday sessions were set up by the school’s NCA Steering committee. The Administration worked the SEEC to set up the Wednesday sessions.

Typically, Lisbon competes at the Webster, South Dakota cross country meet on the second Monday of September. This year, the Broncos decided to compete at Britton a week earlier and the Broncos and their Coach Phil Martin like the results.
Jayce Seelig led the Broncos over the hilly South Dakota golf course with his time of 17:11. Right behind Seelig was classmate, Anthony Finstad and his time of 17:45.
Lisbon has developed a “solid top four” as Connor Stotts and Donovan Williams finished in fourth and fifth place. Stotts and Williams showed a ton of promise last year as 8th graders, but this year the two freshmen have been consistent in all four of the Broncos meets with their efforts.
What is needed is a solid fifth runner, and in the last two meets, Erik Heitkamp has shown an interest in being that runner. Heitkamp’s 8th place effort would have normally rounded out Lisbon’s team score but no team scores were kept at this meet.
Heitkamp will be pushed by his teammates as Brandon Qual, Keanan Kopp, Patrick Olson, Jacob Gallagher, and Ethan Maudal could also become Lisbon’s fifth runner. These five runners posted their best times of the season at Britton.
Josh Hinkemeyer won the junior high division, and Thomas Horgeshimer and Corwin Cavett finished in fifth and 12th.
The girl’s division was won by Britton-Hecla’s talented freshman, Kelsey Barrett.
Lisbon added Lynsee Langsdon to their team, and the Bronco senior in her first race in cross country finished in 19th place.
Savanna Sagvold and Whitney Toyne battled to be the first runner across the finish line for Lisbon, with Sagvold’s 13th-place effort just one place ahead of Toyne.
“Small meet with the Lisbon boys dominating. We posted good times with all 16 of our athletes showing improvement.” These were comments made by Coach Phil Martin after the meet.
The Broncos continued their schedule with a meet at Griggs County in Cooperstown on Saturday, September 6.

Robert “Bob” Walock, 73, of Fargo, ND, died at home Tuesday, September 2, 2008, under the care of Hospice of the Red River Valley.
Robert Dale Walock was born May 21, 1935, in Elliott, ND, to Bernard and Loretta (Davis) Walock. He attended school in Elliott, and later attended the Anne Carlsen School in Jamestown, ND. He married Betty Ennis on October 21, 1971, in Hankinson, ND. They lived in Fargo where he worked as an accountant. He worked for Acme Welding Supply and Concrete Sectional Culvert Co. He later worked on his own, accounting and preparing tax returns.
Bob was an avid fisherman and woodworker. He loved spending time at his lake home on Ottertail Lake with his family and friends. He also enjoyed following the NDSU Bison and talking politics.
He was preceded in death by his parents, five brothers and one sister.
He is survived by his wife, Betty; four daughters, Dawn Walock, San Francisco, CA; RaeAnn (Greg) Hennrick, Fargo, ND; Deane (Dennis) Renier, Raphine, VA; and Trudy (Grant) Hest, Oshkosh, WI; one sister, Alice McDaniel, Lisbon, ND; and ten grandchildren.
